Canada

Home to the world's first Bitcoin ETF (Purpose Bitcoin ETF, 2021) and Bitcoin-friendly regulatory framework, with a strong mining industry powered by hydroelectric energy.

CA

Canada has been a pioneer in Bitcoin regulation and financial products, becoming the first country in the world to approve a Bitcoin exchange-traded fund (ETF) in February 2021. The country combines a relatively progressive regulatory environment with a significant Bitcoin mining industry, leveraging Canada's abundant and inexpensive hydroelectric power.

First Bitcoin ETF

In February 2021, the Ontario Securities Commission (OSC) approved the Purpose Bitcoin ETF (BTCC), making it the first Bitcoin ETF in the world. This was nearly three years before the US SEC approved spot Bitcoin ETFs in January 2024.

  • The Purpose Bitcoin ETF attracted over $1 billion CAD in its first month
  • Several additional Canadian Bitcoin ETFs followed, including offerings from CI Financial, Evolve, and 3iQ
  • Canada's ETF approval demonstrated that Bitcoin could be wrapped in traditional financial products safely

Regulatory Framework

Canada regulates Bitcoin through a combination of federal and provincial authorities:

  • CSA (Canadian Securities Administrators) provides coordinated regulation across provinces
  • FINTRAC (Financial Transactions and Reports Analysis Centre) handles AML/KYC requirements for crypto businesses
  • OSFI (Office of the Superintendent of Financial Institutions) oversees banks' crypto exposure
  • Tax treatment: CRA (Canada Revenue Agency) treats Bitcoin as a commodity; 50% of capital gains are taxable
  • Crypto exchanges must register as money services businesses (MSBs) with FINTRAC

Bitcoin Mining

Canada is a significant Bitcoin mining jurisdiction:

  • Abundant and inexpensive hydroelectric power in Quebec, British Columbia, and Manitoba
  • Cold climate reduces cooling costs for mining facilities
  • Blockstream (founded by Adam Back) has mining operations in Quebec
  • Several publicly traded mining companies (Bitfarms, Hut 8) are Canadian-based or have significant Canadian operations

Bitcoin Companies

  • Blockstream — founded in Montreal by Adam Back, one of Bitcoin's most important infrastructure companies
  • Bull Bitcoin — Canadian Bitcoin-only exchange
  • Shakepay — popular Canadian Bitcoin buying platform
  • Coinsquare and Newton — Canadian crypto exchanges
